Right on schedule, President Trump tweeted out a rant about Federal Judge William Orrick III blocking Trump's attempt to withhold federal funds to sanctuary cities that refused to bend to his immigration policies.

The judge ruled that only Congress controls spending of federal funds, so the Executive branch can't decide who does or doesn't receive such funds.
Additionally, Trump repeatedly names the wrong court - Judge Orrick is a U.S. Distict court judge based in San Francisco, he doesn't sit on the Ninth Circuit Court of Appeals.
